School District and Charter School Recovery Act Awards Spreadsheet Definitions

Education Stabilization Formula

Federal stimulus funds were made available by the federal government to help the states offset budget shortfalls and minimize school budget cuts. New Mexico is distributing these funds through the public school funding formula to make distributions to each school district. The Education Stabilization fund amounts should be considered estimates at this time. The final amounts will be based on actual student enrollment data available in the fall. Charter school distributions will also be finalized at that time.

Title I

This heading refers to federal funds that are used to help improve learning opportunities for students who are at risk of not meeting academic standards. The amounts are preliminary and subject to change based on adjustments to State Chartered Charter Schools and possible additional administrative costs. Part A funds are used to serve more qualified students with strategies designed to improve opportunities to succeed in school. Ninety-six percent of this money is being allocated per federal formula. Four percent will be allocated by the Public Education Department to select school districts with No Child Left Behind designations for school improvement (1003a) and a small amount will be used for administrative costs. The U.S. Department of Education will release guidance on the use School Improvement funds (1003g) in August 2009. Part D funds will be allocated by formula and used for districts with a high population of students residing in local detention facilities.

IDEA

This heading refers to the federal stimulus funds to support the federal Individuals with Disabilities Act (IDEA). Part B funds are to help ensure that persons with disabilities, including children ages three through five, have free appropriate access to education designed to meet the need of each eligible child. These Part B funds are divided into two categories: Formula funds for children in 1st through 12th grade and for preschool children ages three through five.

Education for the Homeless

These federal stimulus funds are to address education needs of children and youth who are homeless. To accomplish this, amounts are designated for existing sites with homeless education programs, new sites designed to expand services and programs that have been awarded on a competitive basis by the Public Education Department.

School Lunch Equipment

These federal stimulus funds are allocated based on a specified administrative formula, the number of free or reduced price meals served in the school district, and a competitive process by the Public Education Department.

Education Technology

These federal stimulus funds are for improved use of technology in the schools and will be allocated based on a competitive process by the Public Education Department.

Impact Aid

These federal stimulus funds are appropriated directly to qualified school districts impacted by loss of tax revenues due to location of federal facilities in the district.

The following definitions explain the column headings.

Estimated ARRA Amount

These are funds New Mexico state agencies are expected to receive via the American Recovery and Reinvestment Act (ARRA). States must file applications with the federal government before receiving formal award of ARRA funds. These funds may span more than one fiscal year. Only 2010 fiscal year funds are budgeted. (The 2010 fiscal year spans July 1, 2009 to June 30, 2010.)

Sub-recipient

If there is an "S" in this column, this means the state agency is the sub-recipient of the ARRA funds, rather than the prime recipient.

CFDA Funding Number

Catalogue of Federal Domestic Assistance federal tracking number.

State Agency as Primary Recipient

Federal Funding Notification: This is the amount of ARRA funds awarded by the federal government after state agency applications have been approved.

Appropriated: ARRA funds authorized for expenditure by the Legislature and the Governor.

Budgeted: ARRA funds authorized for expenditure.

Receipts: This is the amount of ARRA funds actually received and deposited into the New Mexico State Treasury. The vast majority of federal funds are on a cost reimbursement basis.

Expenses: This is amount of ARRA funds spent as of the date of the posted spreadsheet.

Cash Balance: This is the difference between receipts and expenses.

State Agency as Sub-recipient Recipient

Allocated: Allocated to a state agency by the primary recipient. For example, the Public Education Department, as the primary recipient, has allocated special education funds to the Children, Youth and Families Department as the sub-recipient.
